Under the 1998 Copyright Term Extension Act and the preceding 1976 Act, all works published or registered for copyright in the United States prior to January 1, 1928, have entered the public domain. This applies regardless of whether the copyright was originally renewed or maintained, as the maximum possible term of 95 years has fully elapsed for such works. 'Felix Out of Luck' was originally released in 1924 as part of the silent series of Felix the Cat shorts produced by Pat Sullivan and distributed by Margaret J. Winkler. It was registered for copyright by Pat Sullivan on November 13, 1924, under registration number LP20760. Because it was published before the 1928 cutoff, it is definitively in the public domain under current US law.
